Threat describes the amount of hate an action generates on it's target. Abilities that inflict damage always generate threat proportional to the amount of damage dealt.
A 5+ point increase in Spellpower is roughly equal to spending 2 levels worth of attributes on your magic stat. Since Spellpower affects almost every spell, it's usually quite worth the cost, even at higher levels.
