Threat describes the amount of hate an action generates on it's target. Abilities that inflict damage always generate threat proportional to the amount of damage dealt.
A instant spell low entry requirements, Winter's Grasp nevertheless fills two important tactical roles at once.
It not only deals a significant amount of cold damage, which augmented by Spellpower, increases as the mage becomes more powerful, it also has a good chance of temporarily paralyzing the target, offering an emergency way out when things get too hot.
Winter's Grasp does not have a projectile and does not require line of sight to cast, just a general knowledge of the position of the enemy. Use a Rogue character to scout ahead and around corners to obtain intelligence on enemy positions, then blast them with Winter's Grasp.
With Winter's Grasp ability to freeze enemies losing effectiveness in higher levels, the spell loses some of it's appeal on higher levels, but stays useful as a baseline damage spell.
