Threat describes the amount of hate an action generates on it's target. Abilities that inflict damage always generate threat proportional to the amount of damage dealt.
There are situations when every hit counts, such as when fighting an heavy armored lieutenant or boss and this is when the Aim talent excels. Fighting normal enemies however, the archer is often better served with firing as many arrows as he can in a short time using Rapid Shot.
