Threat describes the amount of hate an action generates on it's target. Abilities that inflict damage always generate threat proportional to the amount of damage dealt.
This talent is a must for any rogue who prefers melee weapons. The 30% increase in flanking angle means a much higher likelyhood of backstab attacks, and that alone makes the talent worth it.
