Threat describes the amount of hate an action generates on it's target. Abilities that inflict damage always generate threat proportional to the amount of damage dealt.
Coup de Grace may seem to be of limited use, requiring a target to be stunned or paralyzed for backstab, but in practice, this is a very useful ability. Often, a backstabbing rogue will generate a lot of Threat from his target, who may spin around and attack the rogue at some point.
A rogue with the Coup De Grace talent will be able to use Dirty Fighting (and other attacks) to stun the target and continue to receive the backstab bonus, hopefully dispatching the target.
