Threat describes the amount of hate an action generates on it's target. Abilities that inflict damage always generate threat proportional to the amount of damage dealt.
Any archer will eventually end up facing opponents at close range. Any archer still intending to use their bow at close range will want to buy this talent, preventing their attacks from being interrupted by damage.
